Impossible to answer I think. Poetry is such a nuanced art form. there are so many tools to be used, so many ways to write a poem. to answer objectively, you’d have to set some kind of framework within which to answer. Like, you can say one poet is better at sinners than another, but is Bukowski better than Shakespeare? Is yeats better than Cummings? I don’t think so. So much poetry is so different I don’t think you can nail down one greatest. Just people who write exceptionally in a specific sub genre of poetry.
