Okay, okay. At some point, I'll stop sparking discussions about fictional universes but I'm curious!
Who is your favourite villain? I always remember watching a clip many, many years ago with Alfred Molina who played Doctor Octopus in Spiderman 2 (the Tobey Maguire version). I had to google the actor because I haven't seen this film since I was maybe 11. Anyway. Molina said he liked it when people said they didn't like Doctor Octopus because, as a villain, it meant he did his job right.
I think that as adults, we can like a character knowing we wouldn't like them in real life because of their actions. But because of their backstory or their character arc (or maybe just because we like the actor), we find ourselves liking the villain.
I admit I don't watch much content that has a villain (I mostly watch rom coms) but a few of mine:
Moff Gideon - The Mandalorian
Kylo Ren - Star Wars (his arc might make him more of an anti hero? But I love him and he's on the list)
Pitch Black - Rise of the Guardians
Satu - A Discovery Of Witches
Hades - Hercules
Dr Facilier - The Princess and the Frog
Scar - The Lion King

Team Rocket- always hated them as a kid.And it worked,since I'll be dammed if someone take my little yellow buddy.
Those memories be hitting me in the jellies from time to time.
Sephiroth-Silver hair,long sword and when his theme hits,stay away,a BADASS appears.
Shadow the Hedgehog- the cool ones,myself included,always wanted to be Shadow. This animal be riding motorcycles,and use weapons.Yep,a weapon wielding hedgehog.
And can rival Sonic.
Joker- Yes,the one and only.Do I need to say more.
I'm gonna take two baddies from the same series if that's okay
Walter White - Never wanted to kick someone in the nuts more! Which makes him wonderfully written in my eyes hence a favourite, though I literally hate him.

Moff Gideon is deliciously bad. Good choice.
I too love Kylo Ren and his story arch (I'm also a bit of a Reylo so I enjoyed that arch too) I'd say my favourite villains of all time are:
Darth Vadar (Anakin's naive brattiness and deep rooted darkness just made his character so much more in-depth and tragic)
Judge Holden from 'Blood Meridian', probably one of the most sinister characters ever written
Tywin Lannister (he's got some Moff Gideon vibes)
*That* Game of Thrones character after 'The Bells'
Henry Wotton from Wilde's 'The Picture of Dorian Gray'
Dracula from Bram Stoker's 'Dracula'
Richard III from Shakespeare's 'Richard III'
Quintus Lentulus Batiatu from Spartacus (the series)
Jean-Baptiste from 'Perfume'
Harley Quinn! Does she count?
Honourable mention to Claudius from 'Hamlet'- literature's biggest a-hole.
